What actually drives the UV index

UV intensity is governed by solar elevation, altitude, ozone column, cloud cover and surface reflection — not by air temperature. That is why people burn badly on cool, breezy spring days at altitude and on overcast summer afternoons, when thin cloud can still transmit 70–80% of UV. Snow reflects up to 80% of incoming UV and water and sand around 10–25%, effectively adding a second dose from below.

What UV index is dangerous?

Can you get burnt on a cloudy day?

Yes. Broken and thin cloud transmits most of the incoming UV, and scattered cloud can briefly push UV above clear-sky values through edge reflection. Cloud lowers temperature far more than it lowers UV, which is what makes overcast days deceptive.
